[b42.1.1] can't wear hoodie and overalls at the same time

if you try wearing a hoodie while wearing an overalls your character will remove the overalls. If you then try equipping the overalls the character will remove the hoodie.

So you can't wear both at the same time.

But in reality you could if you wanted to. The hoodie can go on top of the overalls or under the overalls, but you can definitely wear both... and I think you could in previous versions.
