Monitor refresh rate switches to 60 every time the game is launched in fullscreen or borderless

Very annoying, I understand games like Flatout 2 (game from 2004 with no patches for newer systems) doing it for example, but at least refresh rate switches back to normal (165) after closing the game. PZ is like an autistic kid, trying to force his rules on you. Unless I play in windowed (not borderless, just windowed) I will have to switch my refresh rate manually every time I close the game.
Searching for solutions online just nets more people with the same problem, with devs saying "They cannot replicate the issue". Editing options.ini, DDU and clean install on virtual machine didnt help at all. Surely it will be fixed in 42, if that will ever come out.
