helmets protecting zombie heads, toughness modifiers to zombies in certain jobs, IE military, fireman.
basically, anything that would remotely, soften or even negate a hit should protect zombies too from damage, afterall, beating a zombie with a riot helmet, shouldn't be as easy to kill as say one without.

But generally zombies with, favourable protective helmets should be harder to kill, since you can't really bash their heads in, if the helmets are taking the hits. in the case of military zombies, their helmets should soften guns as well. this makes getting powerful headgear a bit tougher, and makes military and riot zombies a tad tougher to take down as well as survivalist zombies that happen to have those.

As for the latter, well... military, fireman and police are generally fitter, stronger, and tougher. said zombies shouldn't be as easy to take down in a fight, able to stay on their feet a little bit better than the likes of, say a civilian zombie. of course, it should be a subtle increase but generally, a small modifier to zombie toughness with their job outfits. enough so that their numbers, really show. but a 1v1 is generally, one or two wacks longer than most other zeds.

It would be fairly cool if erosion tied into this as well, so as zombies starve up and decay, they become more uniform in toughness. in terms of gameplay, this also makes police stations, fire stations and military areas a little bit harder to clear early game, adding a slight more difficulty with raiding those areas. but also to the reward of more intact, high level, end game clothing if you hit them early or wait patiently before striking those areas to get firearms and ammo without fighting a lot of slightly tougher zombies and getting overwhelmed fast.

bonus if, fitness and strength stats also tie into reanimation strength and toughness modifiers on the resulting zombie that raises when players die.

As far as I can tell, helmets, leather jackets, bullet-proof vests (or any gear with some protection) doesn't make zombies any harder to kill. (Although their gear at least gets damaged and useless if you hit them with sharp weapons.) But I also usually push zombies to the floor first, so maybe prone zombies don't receive protection from stomps and weapon-hits.

It stands to reason that if they're getting damaged, they're getting used.

That assumes the devs put it into the game that way; They might have just made zombies' clothing take damage to punish the player, but not to protect the zombies.

zombies aren't protected by their outfits currently, non blunt weaponry usually damages their outfits. but they aren't protected by any clothing, as of current.

despite the stats it does offer the player zombies don't actually seem to benefit at all from protective outfits.
