stuck on initialising

server is stuck on initialising i think its because of a mod
i have tried to put on more ram but even on 16 it doesnt work
i have unsubcribed and subcribed again to every mod i have but that didnt work

Initializing means its just downloading mods.

Can you share your logs.zip file found in C:\Users\%UserProfile%\Zomboid?
You can use any file-sharing website of your choice or a temporary one like limewire.com for example.

Looks like it is still normally downloading mods.

Try starting the server, wait 10 minutes on Initializing, if it does not start then stop it and try again while waiting 10 minutes again. Do this a few times and the mods should download all.

ok ill try but i have waited over 3 hours more the one time and still nothing happened
im playing other games while the server is loading idk if its an issue that im not on the pz window

i did what you told me but it didnt work i was on the pz window and i waited a bit more the 10 minutes but it didnt work
idk if that could be the problem but i used the mod manager for servers and when i try to start a server with mods added with it. it just makes a copy without mods and starts that the only way i could "fix" that was to make a copy of the server with mods and start that and it just get stuck on initialising. i hope you undrestand what im saying because i even dont

How many times did you wait? Since I said to repeat that, not just to wait 10 minutes, so I need to make sure that you did it correctly as I have written.

3 times the first time i waited around 10 minutes, second i waited around 30 and the last 15

You may need to do it more times depending on the amount of mods, it looks like based on the logs only around 4 mods download before it gets stuck again, if you have 200 mods then you will need to do it about 50 times, Steam servers seem to disconnect the mod downloading for some reason recently.
