Default Server Access Level?

What's the default server access level? As I was playing around with admin commands on a world, when disabling admin, the game sets you back to access level 1. Isn't everyone access level 1? Does that mean anyone can still use the available PZ commands since I'm still able to use them at access level 1, or is it that host is access level 1 and players are access level 0? Just trying to understand what everyone has access to on my servers.

The default is "none", the server owner is always the "admin" access level.
