Have you tried right-clicking the .exe file, click on the Compatibility tab, look to the Settings section of the Compatibility tab, and finally, click to checkmark the check box for "Run this program as an administrator" >> click Apply >> click OK, so you don't have to manually run it and select the option each time?
I hadnt done that before no. IT does work however. But is this truly the only way to launch the game for me? It feels so weird that this is a issue to begin with.
Whenever I have found any game has both 32-bit and 64-bit modes, Steam can occasionally fail to launch the correct version. There are some troubleshooting procedures you can try but I can only suggest searching Steam's support page or Google. Another player might be able to give more help.
Windows itself also gets "a bit funky" - I do not know the details or why Windows permissions get weird, but for some software (games and otherwise) Windows needs to be forced to run the software as if the user is the administrator... even though we are the only user and have installed Windows with no other accounts created on the computer.

To work around it, try going to your Steam Library > Right click Project Zomboid > Properties > Set Launch Options > Type -cachedir=C:\Zomboid > Start the game normally
It also does not let me use the alt launcher. And i still dont know why this permission issue exists, is it cus im windows 11?? I never used to have this issue in past.
