Report a translation problem
I have tried playing in bordered and windowed as well. The delay is constant throughout the menu UI and the game itself.
I am playing the sound from the laptop's speakers using the generic audio drivers that Windows update pulls for the hardware.
You can use any file sharing website of your choice or a temporary one like tmp.ninja for example.

Reinstalled and ran a clean save for a bit. Workshop mods are installed but not active in this instance. I can run an instance in the GOG version of the game with a new user/zomboid/logs.zip if necessary. (Same sound bug)

I checked some older games, and tested different things like youtube and system sounds. It's pretty mixed what has this issue (newer apps don't seem to have the issue).
I tried some logitech headphones while running zomboid on this laptop and do not have the issue. So I am reasonably certain that this is probably more of a hardware/driver issue with some games.
I looked up an audio/video sync video on youtube and can confirm that THAT is at least in sync and I am not just crazy. But I can confirm that this does go beyond just zomboid, so I'm not sure what we can really isolate here.

I ended up going into my speaker's properties and disabling audio enhancements. Worked like a charm!
