Need help step by step for server hosting

Hello, my brother has downloaded the 41mp server from Steam but can't seem to get to show up on the server list. He has it password protected like many other servers I see on the list but not sure what he may be missing?

Can anyone that has good knowledge on setting up a MP server through Steam give me a step by step instruction so that I can go over it with my brother?

Yeah same here since i want to rent a server would that even work? due that i have mine over nitrado but seems they do not have the newest build
