Report a translation problem
I was using the in-game FPS lock, and I just tried locking it with nvidia control panel and got the same result. I'm using the in-game FPS counter as well so I'm sure that it's actually being locked. I have no idea what is going on.
Sorry to leave you hanging. I ended up doing a completely fresh install of Project Zomboid (including the users/zomboid folder) and that solved the original issue I was having with the low FPS, I can use v-sync again without the game looking like a slideshow.
To answer your question though, my monitor does have freesync but it was disabled, and the screen tearing was happening on both borderless and fullscreen. The ghosting reduction "Overdrive" feature was set to normal, but not sure if that would if would affect anything.
Wish I had an answer to the screen tearing since it was such a strange problem but the game is running fine now with V-sync so I'm good.
