Cant ge't vehicles to work/spawn in MP

Hi all. So my problem is no matther what I do, I can't seem to get cars to spawn in MP. It's no problem in SP. I have ofcourse checked the EnableVehicle both ingame and via the server .ini file (EnableVehicles=true) I have re-installed the game and disabled all modst but still the same. Meanwhile my friend has no problems getting cars to spawn. Problem is his internet is crappy, so I would really like to be the host. Any advice? I'm starting to go insane here.
