Barbed wire fence change?

I got back into B42U after taking a break, and I distinctly remember being able to use a single roll of barbed wire (full 'durability') to make multiple barbed wire fences at a time. Somewhere in the ballpark of 5-10 pieces of fencing per roll, making barbed wire fences a decent alternative to wooden fencing if you couldn't find nails for some reason. In the current version (at time of writing) it's one whole roll of barbed wire per section of fencing.

Is this just something on my end, or did the recipe for barbed wire fences get changed? And why? Does it do more to justify spending more? Is it a bug?
