Report a translation problem
Just make sure to select several portions of a wall, I find the top part to be best. This happens a lot also with barricading, selecting the middle tends to not give me that option.
If that doesnt work the problem may be mods, try removing them and slowly installing them until you find the cause. Had a few of them do this too me, know which they are so I can remove and re-install after a few walls are torn down. Just make sure they are not mods which create items or the game may not load.
so i tried unistalling most of my mods ( most didn't run anyways) and no real change, only mod i've still got installed is the "sleeping overhaul" mod
