Lol thanks for doing a test for us because the OP's Q wasn't really answered.
As far as we could tell, you can't build directly on the water tiles.
On a side note, I would be very appreciative of more options for rotating the stairs. I built a "Stairway to heaven" of several (10+) floors but it looks ugly because I can only rotate stairs in two directions.
Then the PZ gods threw me down (bugged out and fell off the top floor) and I died, staring up at the heavens.
Yeah, we know how that ended...
I was going to try to lead the zombies to heaven...help them find eternal peace...
Next goal...build a "Burning Man!" tower... :D
