Devs recognized that the first mode [Chance to Hit] was ineffective for hitting further targets, so they introduced the [Chance to Damage] mode which is... according to the Devs, only cosmetically different. AFAIK, this mode replaces misses with 'Fake hits' which do little to no damage. In [Chance to Damage] mode under the right circumstances, its possible to 'Fake hit' a zombie upwards of 50-70 times without killing it.... Bullets don't work the way they should... and the alternative is, a hit system that does not represent the capabilities of Rifles in general.
