outside lights, on buildings, YES. use the pick up tool, as you use it for table lamps.
< You can't have a light ... > You will need a generator to power the light if you don't want it to run on batteries. BUT you can make a battery connector to a lamp, even the outdoor lamps, with a groovy enough level of electric. I also use table lamps (run by battery) in multiplayer- when out at night on the streets. I place it down in the road, so my team can see the surroundings while executing zombies. < ... without a dark to stick it in. >
Go into -debug mode, click Debug Menu in left menu, click Cheats, check Brush Tool and click Save. Right-click on the ground and select Brush Tool Manager. Then you click Choose Tile. Then you see a menu with all the game's building tiles, sorted in categories.
For ceiling lights you choose for example [NEW]lighting_indoor_03 and choose one of the appropriate ceiling lights. You can then place them somewhere in-world. You can click the light to turn it on, as long as you have a running generator nearby, but you can't connect them to a lighting switch. So you leave the lights always on or shut them off manually.
OMG... I'm brush tooling all the way to Louisville now. generator every 20 tiles, no?

Antique/old stoves and campfires/firepits are also great sources of light and heat.
