Tire "traction" is a massively overtuned factor at the moment. Quality and condition of the tires both contribute to traction. With a set of fully-inflated Performance Tires that were all over 80% condition, I could tow an animal trailer with a 370HP van somewhat okay when it would otherwise suck horribly at towing. Didn't help with offroading of course- nothing short of a 500HP+ sports car can handle that reliably.
I can go at a comfortable speed on dirt with a 220 horsepower.
30 mph is how fast I drive on grass.
Make sure your tires are inflated.
Acquiring the Speed Demon trait may also have something to do with it.
Ambulance has much better power ratio due the weight even despite worse offroad multiplier. Or maybe try police nyala.
* I also realize now this thread is about towing animal trailers.... nevertheless, towing overall should be looked at
