What is the best server hosting?

Hey, I'm looking for server hosting for PZ. I want the server to support a high number of mods while playing with 8 people, ensuring the most comfortable gameplay. It should not have rendering issues even when everyone is in different locations. We need a server located in Europe since we are from Poland. it would also be great if the modding tools were easy and comfortable to use. I want the admin to have the same permissions as the server owner.
