Since pad locks are a new item in the game, im sure they will be used to cut them open on player locked doors and storage for multiplayer.
I have 4 sledge, and a few more sitting on the roads.
They pop up alot at those vehicle sites with work crews just chilling in the middle of the road.
I feel like they'd work well on those metal grate barrier things surrounding some gun stores. I tried to use the bolt cutters on them, but they didn't work.

In real life, they’re what you'd use to break into your neighbor’s storage room. I have no idea what they’re for in the Zomboid world, though.
if theres game on it i would say construction sites many of them should be locked down, or at least some of the containers especially the LV construction site where they are buidling a huge housing estate, with all their tools left scattered around in wooden crates thats also the sort of place i'd expect to use the bolt cutter
i would think some cars in the future should be clamped on spawn.
parked in illegal spots. then you bolt cut the clamp or collect clamps and clamp cars
