What are the settings?
Define precisely what you mean by "searched the entirety". Library? Post office? Houses? Cabinets? MAILBOXES?
What build?
Single player or multiplayer (because if multiplayer maybe someone grabbed it)?
Mods?
And so on. However for whatever it's worth, yes finding the generator mag is difficult but thankfully it's not a must. Or at least it wasn't in the previous build, I haven't played the new one yet. Good news is Rosewood isn't the only town on the map. Maybe you'll find it elsewhere.
1: Now there are no generic "Book" or "Magazine" items, they're all new and they all get their own spot in the loot tables. That automatically means that they give skill books and recipe magazines fewer chances to spawn in.
2: The default "Rare" setting now actually means rare, unlike in B41.78 where "Rare" was closer to what's "Normal" now.
But I still think that single player is getting way too many nerfs and the devs have intentionally made it way too hard to be a Jack of All Trades type character...
Sooooooooo I'll be developing a mod that doubles Skill Book and Recipe Magazine spawns. :D Because I realized that even if you try to combat the fewer spawns by turning "Literature" spawns up to "Normal" or even "Common", that also means that the Boredom/Stress/Unhappiness books and magazines also get a spawn multiplier.
So I'm just gonna double the actual literature we all want and need, lol.
BTW I found this mag inside a trashbag from an office trashcan from spawn town (WP, b42, apocalypse preset).
If you don't want to waste your time repeating the same ♥♥♥♥ for hours in a game that has half of the features broken with every update over 15 years, just adjust the loot tables. Spawn will still be quite dumb, but at least you'll get to see some of the game before you get bored. Standard loot tables only make sense when you already decided to invest a lot of time, have nothing better to do, and like to torture yourself for fun.
Especially if you do multiplayer, never leave the default settings unless you want everyone to drop after a single session, unfortunately it takes tinkering to find out the balance.

I could definitely level up my poetry level by this comment but it seems Im already at level 3.
