Because it's a one-in-that-number chance that the item/tool/weapon/genny loses 1 point of Condition.
So for example if you have a weapon that has a ConditionLowerChanceOneIn 10, that means that every 10th hit on average causes 1 point of Condition loss. Then again if that number is 60, it takes 60 hits on average to lose 1 point of Condition.
Meaning that the premium tech genny is the most durable one. :)
The other gennies are now the old mufflers and average brakes of the world. Leave them where they are and get your hands on premium tech gennies. :D
Or the blue ones? They look pretty modern.

You're absolutely right, the genny info window doesn't actually tell you which one it is, but you DO see exactly the type if you pick it up and look at its name in your inventory.
Also yeah they disabled carrying gennies while driving and placing them on car seats. Gotta use a trunk or a trailer now.
Has to be. They also made it impossible to carry a bag in your off-hand while climbing windows, which is just silly.
