Because it's an unstable release and the plumbing system is one of the things not yet fully implemented.

They will fix it, for now you can clean the rags with a water container in your inventory only.

Need to have a water collector on the floor above and plumb it. Not sure if it still works in b42, it was a pretty basic implementation in 41.
