No, there's another skill under Tailoring in the skills menu called Welding. It's used with metalworking with some stuff and in vehicle trunk/hood/etc repair.
It has one item available to craft in the craft menu for those without any Welding level but I heard it gives no xp
However, you MAY be able to get XP form TV. I don't know if there are any welding VHS tapes or shows on Life and Living, and that kind of XP caps at level 3 per default settings anyway, but it might be a way to get TO level 3 to get enough recipes to craft your way up from there. Starting from 0 with no dismantle XP to get you started may be TOO hard.
It's understandable on a multiplayer server to have no dismantling xp turned on. There's too many problems with players stripping towns and screwing other players over. they can buy/sell/trade (or maybe forced...negotiations) with other players to get the materials they need to grind xp by crafting.
In a solo game, either on your own PC or a private server I see no harm in having it on to alleviate some of the grind. Otherwise you would have to grind all the mats before you can grind the skill you really want.
