Its not balanced, im sorry.
Ive played for too many hours that i want to admit on b42 unstable, and just because i didnt start with +1 i'm at a gigantic disadvantage for what feels like several IRL days.

This is patently incorrect. I gain Maint experience on my toon when using Club Hammers, which are labeled as Tools/Weapons. You can see the difference with just two zombies in my save Here[imgur.com]. The only change related to XP on this world is a x2.0 global EXP rate instead of the vanilla x1.0 rate. I have zero mods that relate to skills and EXP hooked on this world.
I haven't busted out the -debug tools to really get into the brass tacks on if skill gains have changed between builds. It should be that Maintenance only procs XP gain when the weapon doesn't lose durability when the chance is rolled. That's what has made the Crowbar and tree chopping the reigning kings when it comes to Maintenance training. Youtuber retanaru has a great video breaking it all down.
I'm only speculating, but: It could be possible that durability chances have been tweaked for certain weapons, and they're not ticking the XP gains like we're accustomed to. It's also possible that some weapons are simply bugged right now and aren't giving XP like they should. I've already submitted four bugs in the past 24 hours to the IS forums; the build is in a pretty unpolished state at the moment (As to be expected, not even a week into the Unstable branch)!
If you can give me a list of weapons you're using, I'll be more than happy to spin up a throwaway world to test them myself and see if I can replicate the lack of XP gains.
From what I recall, it was iron pipes, frying pans, griddles, hammers (2 ball peen and 1 claw), and tree branches. I also used them down to their handles and when they 'broke' (since some of them now break down into handles before breaking for good).
