Basements not spawning

On sandbox mode, selected basements to always spawn, but can't find any. Even the places that others have said have basements, like the wilderness house with the well near Echo Creek, or the Louisville hospitals, don't have any basements. Am I missing something? Are they always random, or do they spawn in certain buildings all the time?

Westpoint and Riverside had basements in regular houses. Some of the Spawn houses have a basement. hint usually its underneath a staircase in a place with two floors.
