You should be able to make one by your character snapping the toothbrush and sharpening it on the ground. Maybe you could require the ground to be hard too.

Yeah it is definitely strange to need a knife to basically use durability for when you could just use the knife instead but does it use durability or just make it blunt? the first playthrough I had I spawned with a whetstone and a pair of blunt (I don't think that's what it was called but I can't remember lol) scissors, I could sharpen them so maybe it doesn't use the durability?
Maybe like, you could turn those piles of trash scattered around the world into containers that you can take a few seconds to search to possibly get an item and that levels your foraging. Then make another for a rural context like a pile of leaves or a jumble of twigs or something similar? That way you're actually searching for something in the world, and not staring at trees and grass waiting for the game to decide that you've found something.
lol, like I said, I don't know--it's not exactly easy to level up both maintenance blades to that high level. Are you speaking on in game experience or are you talking about a real life toothbrush?
