Yup. You aim, wait for the circle to turn red, then the white bars on the sides will become closer together, and then you shoot. Aiming is quite a bit harder now overall, though.
That's because the vanilla stats for Aiming Skill bonuses to HitChance are still extremely low. Most guns have it at +4%, and since the base HitChance for most is 50%, you can do the math.
Even if you start off as a Veteran, your total maximum HitChance is 58%. With the Hunter Trait 62%.
Even at Aiming 10, which is supposed to simulate the absolute human peak of ability, skill and talent, your total maximum HitChance is a measly 90%.
Why is this a problem? It's simple. Because there are only HitChance penalties in the game. There are zero bonuses (aside +5% for a Laser Sight).
-Did you take a single step? Penalty to HitChance.
-Do you have fatigue, muscle strain, exertion, panic, etc? Penalty to HitChance. And these ones stack VERY fast and VERY hard.
With all that it's a pretty simple conclusion that firearms that were already nerfed in B41 got nerfed even harder in B42 unstable, because the developers added only new penalties, dropped maximum HitChance stats, debuffed shotguns harshly, etc.
I haven't yet tested any melee weapon skill at Skill 10 but in B41 a level 10 meant your character was a superhero. An Axe 10 character would oneshot 2 zombies almost every time, and the same goes for Long Blunt and Long Blade as well.
This is not at all the case with guns, since even with Aiming 10 your absolute peak still means that 1 out of 20 of your shots will miss, and without the laser sight that's 1 out of 10.
I didn't understand why guns were being gatekept so hard in B41 so I modded 'em, and I don't understand why guns got nerfed even harder in B42 unstable, so I modded 'em again. I just doubled most AimingPerkHitChanceModifiers and yeeted the entire jamming system for what should be obvious reasons. I mean for heaven's sake, in B42 unstable you can end up with a jammed double barrel shotgun, which is a total meme.
The maximum total HitChance for an Aiming 10 character has to be 100%+, because that's the only way you can simulate maximum possible skill while still doing stuff with negative moodles, taking a few steps here and there, etc. If a Long Blade 10 character can be Michonne from the Walking Dead, then an Aiming 10 character should be able to be John Wick.
I'll just finish stating the obvious. These are my own opinions and views, and yes - I am biased towards guns and gunplay. :)

i mean cars are blocking visibility when u are in sneak. And its real obvious at a place like this.
You simply do not use the new aiming system because its not in a usable state.

zombies are the dumbest i've ever seen in this build. So the point is to not use guns because its super easy to outsmart the Zom that Guns are not necessary, tho if u started in WP i'd argue guns are necessary but they do not help in their current state

Not even close. I've stood completely still for several seconds highlighted a zombie and waited for the reticle to tighten...only to completely miss. This was with a shotgun.

some were still aware. but those just a few extra meter away lost me within like no time at all and here they were not even distracted by the ambulance
And even though it makes sense if we're just thinking about how to use the new firearms system, it stops making sense if we even imagine a character that's a combat veteran who's an expert with his/her weapon. Having to stand perfectly still for several seconds to line up 2-3 shots makes sense if it's your first week at the range, but I've seen people put rounds on target while march-firing a freaking LMG, lol.
