I leave my base (in Rosewood) for a week long expedition, and when I get back, only a couple dozen Z have spawned (up from 0 after I wiped out the town)
I keep Migrate on so groups can wander about on their own, but I turn Redistribute off so that the Z don't have psychic powers that let them know "Hey, the player killed everyone over by the school! This upsets the uniformity of our distribution! We need to get over there to bring back balance!"
Yeah... that's "gamey" to me. Zombies can move because they feel like it, or they can move around because they saw or heard something (usually me), but I don't want them moving just to equalize their population across a zone.
However default respawn settings are so absurd, I always turn it off. I think there is over 1 million zombies on the map in total. So you don't need the respawn and will always have another city to go to if you somehow completely clear your starter city (its hard with the insane heat map in b42)
