No you can't, since the body frame is bent and twisted all over. You can still salvage many parts from it, and dismantle it with a welding torch just like burnt ones after you're done with it.

good to know
You can’t, however there are mods I believe that let you scrap those wrecked cars.
You can, I've done it without mods, the issue is that the engine quality can't be improved so far as I can tell. You can replace all the parts (which I did) and repair the engine condition back up to green (which I also did) but the engine quality will is what gets you

So first you used a crowbar on the car and now you want to repair it?
(wreak havoc on somoene or something. WRECK something, to damage or destroy)

? I just found some wreaked cars on a street while walking to a lake for water.

I think they were already scrappable in B41.

wrecked. not wreaked.
A wreck-> damaged object-> wrecked something -> descriptive term, telling that say a vehicle is damaged. wrecked car-> a car so damaged that it is likely beyond repair.
aka totaled car.
Wreaked-> past tense of to wreak.

Not to my knowledge. You can only repair the existing engine.

Cars that cannot be functionally repaired ("wrecked"):
-Right click brings up option "dismantle car wreck"
-You cannot enter the car. You can still access the trunk and the engine bay.
-In vehicle mechanics you cannot work on the side doors and windows.
-Visibly it's banged up bad, with caved in fronts, sides or backs.
-In unstable B42 it's easy to tell from the written name, with the "wrecked" suffix

Cars that can be functionally repaired:
-No option to dismantle. It's not "wrecked", even if you whack it with a crowbar or ram on it with another car. Use mods if you want to dismantle it.
-You can enter the car.
-May look worn with wrinkled surfaces, but not badly banged up like a dent tin can

For the latter you can restore it, but fixing the engine is a lot of work, and probably is not worth doing unless you're restoring high-performance cars like ambulances or police cars.
