You can pretty much pick up everything that's not nailed down for decoration.
The rest can be done using mods.
Alternatively you can use existing structures like using a storage area and hollowing it out and connecting spaces etc. If you want to build completely from scratch try something with the design like one big tower, or a ziggurat. Maybe build replica of the Hagia Sophia, Cologne Cathedral, Osaka Castle, or even the Gateway Arch. Or just build a big square box but with lots of random rooms and then give them themes i.e. workshop, medical, radio room, etc. (That's what I normally do lol)
Then populate it as you would like. The majority of my base is a warehouse.
And if you want to use tiles you normally cannot pickup and transplant to your base you can use the -debug tool to copy tiles and paste them at your base.

I was going to make this base available for others, you should be able to move the files to your save game and it will be there. But i would need some testers for that. In my testing the buildings all seem to transfer fine to your save game but the container contents seem to go bad.
