Where is the biggest basement which always spawns?

The military base yeah, but there's a decent sized one with multiple rooms and a sink at the Gas Station in Echo Creek, entrance by the stairs at the back. There's also a good sized basement with jail cells, and multiple rooms at the cultist compound south of Echo Creek. They may not be the biggest but I believe they always spawn.

The one I've found so far, and located in a fairly easy to get area, is the basement under Rosewood's school. I don't like how there's no light bright enough down there though.

Not sure what you mean by biggest because I have not explored the entire map, but the one under the police station in Westpoint is decent sized. Some of the other buildings in the same town also have larger basements. I have really only explored Westpoint a bit.
