Very confused about Fishing. Chum attracts trash?
Walk up to fishing hole (nearby lake). Fish out some great fish occasionally over weeks. Go to lake today. No watery bloops (radial splashed indicating fish). So I make some yummy chum and throw it into the water. Immediately the radial splashes show up. The chum has attracted fish.

No. It's attracted trash. From this area of obvious fish activity, my baited hook only manages to catch rags, empty bottles, empty cans and shoes. After 20 tries, no fish.

Can someone make it make sense? How does chum obviously attract something mobile, but only result in a seemingly endless supply of empty bottles?

RNG is a fickle mistress
It's less me being annoyed at RNG. I want to know how baited chum attracts bottles.

b41 has a mod which removes trash from fishing tables. Wait for this mod to be ported to b42.

Well, think about it.
You grab a handful of chum (which really is mostly just sand in this game) and toss it in the water, where the fish are just trying to chill and have a good time.
They respond by putting their own trash on your hook, so you know how it feels.
