Only thing I can think of that it might be is events but I thought they generated randomly per player entering a cell so honestly I have nfi.
I was really hoping it would be a spawn location in say Riverside and you could randomize the seed next time for a different spawn but that is not the case.
Probably related to the procedurally generated wilderness on the edges of the map. And maybe also related to other random distributions. Who knows.
It affects RNG. Like a seed I tried a couple times in a row had a survivor house in the same location every time I reset the map. No, I wasn't just creating a new character.

yes this too - trees and rocks and stuff are randomly generated out there now - i wanna see em add waters bodies to that - but the random event thingies are in that - like campsights and stuff - before you didnt have a reason to go out there - and now theres a several reasons that will manifest in long term mp servers (animals are out there too and zombies) this is a good thing - i am the type to just go out there lol

...I exploited the map seed. All I know is, every time I use this specific seed, it always spawn the same specific basement. Which can contains tools, ammo and such.

House/Road events, loot table are RNG, nothing to do with map seed as far as Im aware.

I used the same seed repeatedly for a few restarts because it spawned me in a basement with a bunch of bookshelves.
