am i limited to x numbers of this building in the game map?

Where did you see the text displayed at?
I just built my first butcher hook and didn't see it, and built three hooks without a problem so I don't think it refers to limited number of buildings.

looks like a mod is causing it, cant figure out which one it might be without messing my save.
