Are their ways to get rid of the steel road barriers?

Specifically the ones infront of the PD, and the path leading up to the abandoned boarding school in b42

Is there a makeshift sledgehammer in B42 so we don't have to rely on the special one that hardly anyone seems to find^^ ?

A sledge hammer head. Really. Maybe you can forge it, but I didn't get that far.
