BUT I think you need to be on the beta build 41 to use tailoring.
Tailoring, with higher levels providing more protection per patch applied. Leather is the best material
If you're on the latest build, click on the clothing item you wish to use "tailoring" on, of course with a needle, some thread and leather/denim patches in your inventory, right click on the item to get the context menu and practice your sewing.

Oh, silly me!
To get to context menu, you need to right click on the clothing item and click "Inspect" first. Then, you can find your way around the "tailoring" options with your right and left clicks.
