Report a translation problem
It is most likely a mod issue. Leaving for months without playing, means some of your mods might likely not be working with the current version of PZ. I would suggest to remove all mods first and check if vanila game is running. If it does then you will need to enable the mods one by one and see which one is the culprit. Sadly there is not much else to do, unless someone who had a similar issue found which mod(s) caused it.
Perhaps you should also ask in the Workshop Discussion part of PZ forum as well, since mods are Workshop items, and thus you might find more help there.
PZ shouldn't even use that high amount of utilization on your cpu though? have you checked your background processes, if you haven't been on for a long time, it could be a windows update or windows defender running in the background using up large amount of system resources.
It can if he has a few dozen mods. Some of the mods are actually quite resource heavy:(
Ive managed to sort out a lot of unnecessary mods.
With a fresh install all the mods I MEAN all the mods that have submods been activated. Ive adjusted them accordingly and got rid off the ones that I really dont need like 3 different variants of the same sports car etc. (Dunno what i was thinking xD)
I mean at this point I have less mods activated then when I played last time(last time it run better with more mods), but the issue persists though. It doesnt take 15min to load up the map but still the FPS is hanging at around 10.
Granted, GPU dropped to like 0-5% and CPU dropped to 70-99%
Not a great improvement but improvement non the less.
Also:
Vanilla works just fine.
Im gonna keep looking however long it takes, but im starting to loose hope and im not touching vanilla.
Any other clues guys?
So im gonna write down few points that might come in handy when a returning player/new player stumbles across this. Hopefully this will be helpful to someone and/or to those senior survivors here.
Ill be talking about mods, so please do not mistaken me. Im not trying to ♥♥♥♥ on any mods or their creators. Those are great mods and should definitely be loved.
CONCLUSION (so far) :
To say that mods/scripts will cause issues is an obvious statement but one that needs to be said again and again to people like me. I can sit all day in the steam workshop and like a kid in a toy shop I'll point to them all saying I WANT IT!
BEWARE SOME MODS TAKE WAY MORE PCU AND GPU then others despite looking like its just one thing. How big can it really be? right...

Just by having those 2 mods off I managed to save around 10-20 fps. Don't ask me why my pc dont like them.
I have also found out how to change -xmx values in the PZ java script. In case you don't know what that is...Shortly, its the memory thats allocated to the game. Helps with loading in the game chunks.

In the link above you'll find a collection of community made maps. In there you'll find a whole "how to" section that explains the -xmx values in detail. Anyone having stuttering issues should tinker with this value.
(AIZ3 doesnt load all the maps in the ingame map)

I'll add that its worth checking error logs even if its not a lot of errors as they can fluctuate through out the gameplay.
I found few mods that weren't loading in properly or at all.
E.g.

Logs states something like "This part"..."Not found"
Not sure how much this impacts performence but sometimes i can feel fps difference when loading in riverside compare to louisville. As in the more complex the scene, more to load, more errors, less fps. Obviously, but my question is if the errors cause the fps drop or the complex scene? or both?

Im gonna continue messing around to see what else I can do to improve the performance.
