V just opens the 'context' menu (or whatever its called, Interaction menu?) and only when you hold it.
There you have to select to enter the car.
(Additional hint: go to options and into controls and go to 'Hide HUD' (which is also V) and unassign it :) )
And as said above, cant enter a wreck or cars with broken locks (it will say so)
Also some car trunks are locked.
If the car is completely grey and appears to be missing quite some of it's parts visually, that is a burned wreck. You cannot do anything with these. If the car has an excessive dent, like the entire hood being crumpled in, this is a wreck, which you can loot but not drive.
If the car seems in reasonable condition (No excessive dents, no visually missing parts (modded vehicles can differ), you're able to enter it) then that car is usable. You can press V close to the car to trigger it's Radial Interaction menu, allowing you to pump/syphon gas, look under the hood, lock doors etc etc. If you want to smash a specific window, you can right click on that part of the vehicle and it comes up as "Smash X window". You cannot enter via the windshields, and it's generally advised to break any other window than the driver window to get in, as an open (or broken) window leaves you vulnerable to zombies right outside the door.
The Radial Interaction/Context menu (V) also works for smashing and locking door if you are stood right next to the door. In order to see if you're right next to it, look for it's corresponding green square to light up.
it's probably those wrecks that looks like not burnt with color and intact pieces but very dent and/or mishapened with windows being cracked but not broken is also for some reason called burnt wrecks, you normally can't enter these
You can also just swing your weapon at the window and you'll hear a low thump of glass being damaged to let you know you're hitting it, unlike the right click option this usually takes a few hits to break the glass. Once the window is gone you can enter a car like normal.
You should see a green square on the ground when you're near a car door, bonnet or boot (hood or trunk) though. Pressing your interaction button should cause your character to open the doors and either look at the engine, access the storage compartment or simply get inside the vehicle.
You can also use the vehicle menu (default is V) when near a vehicle to do a bunch of stuff a lot easier, with your character automatically doing it for you.
You should be able to do this to every vehicle in the game, although some of them (such as those in pile ups, collisions or traffic jams) will be too messed up to enter. Sometimes you can enter crashed cars, some times the doors are too wrecked. It should be pretty obvious - cars all warped and dented in the middle of the road next to another car are usually wrecked, and actual wrecks are just charred burnt out chassis.
Go to the passenger side and the radial menu will allow you to break that window, allowing you entry. There is a radial menu mod that adds more options as well. Give it a look and see what you think.
