Zombie respawn ON or OFF versus migration values
i read online that some people dont like how the zombie respawn system works and rather play with just high migration + high initial zombie numbers when starting game is the zombie respawns really big deal as in very bull (poop related synonym) or managable i dont want to make a big base only to realise that a single zombie teleported under my bed skipping 20 layers of wood wall and barrikaded everything

It is absolutely manageable. I leave respawn on, because I've been playing since before it was added and I found it got boring pretty quickly after clearing some places. The key thing to remember though is that they only respawn in areas that have been unseen for I think it's 3 in game days by default. So you can still ultimately clear areas that you visit often and then the only worry is the migration.
so basicly if i only live in one city then my base should be relatively safe /safeish not counting migration and alarms / events but if i go for road trip then it migth be unsafe okay kinda cool then
Right. You also want to make sure that if you have walled off your base to put posts in the corners to seal it off, especially if you're going to be gone for awhile, or else you might come home to zombies inside your walls or worse still inside your house.
Understanding how respawn mechanics work is one big part.

Zombies will never respawn in areas that are completely closed off. If a building has all its doors and windows and walls intact and closed, no zombies will respawn inside until there is a breach.

Setting Last Seen hours above 1 means that zombies won't respawn in the same cell you are in or have recently been in. Having it set to 168 means that only cells you havn't seen for a week will have any respawns even if those areas are not walled off.

Respawn time is how frequently a respawn attempt is made. If an attempt is made and it finds an area that is reachable, it will spawn a percentage of the population there. If there is no reachable area, it will try to spawn elsewhere or just fail.

With this in mind, a Last Seen of 168, a Respawn Time of 12, and a percentage of 0.02 becomes a very manageable respawn setting. Areas you frequent won't have respawns, and once you clear an area it can be days before any meaningful population respawns, This makes most of what you see roaming into cleared areas being things that migrate from other areas so there is still some element of a threat depending on total population settings. It seems relaxed, but just taking a month during the winter to square up your homestead instead of actively clearing distant cities will pretty much give you a full respawn in those areas you havn't been visiting. If you go further and wall off sections that are fully enclosed with high fences, those areas would not respawn so you can effectively have safe-ish zones in each city.
