A car without a charged battery can't even start.
In PZ, an engine running charge the car battery regardless if the vehicle is moving or not.
The part about the battery charger is true tho. Only worth using if your battery is empty, usually (as your car won't start).
But that's how it is in real life.
Batteries lose charge when the engine isn't running, that's why leaving your headlights on or leaving the radio on for a long time without the car running will leave you with a nice surprise when you get back.
Heck, if you don't start your car for a long time, the battery will die on its own.

On certain cars. But we are talking about 93. If i recall well this was not yet added into cars, i am not even sure that the "tire" charging was added.

If your battery dies always have it tested before just replacing it (IRL)
The reason being if your alternator is out (and as such the battery did not charge while the vehicle was running) you wouldn't know because installing a new battery would still allow the car to start, because it would have a near full charge. Yet because your alternator is not working this battery will now drain until you are stuck again.
(PS. Why don't we have jumper cables in game??? Allow us to start a vehicle with a red battery if we jump if off a running vehicle with a battery over say... 80%? and remove some of the durability of the working battery as a trade-off!)
I guess it's more about the fuel running down if you leave it running vs the battery dying if you start the car too many times in short succession really. If you're running on fumes you don't want to leave the car idling, plus you'd probably need to make like 20 sudden stops-and-starts in a row without driving around much and running the engine before your battery died anyway.
