The issue with GFN is that you have to let steam re-download every mod each session. For zomboid, it sometimes get stuck.
So what you want to do is after launching zomboid, go into the mod tab ingame. And enable any mod you see there then exit to main menu. Let the game reload itself then go back to the tab. Mods should now be downloading and appearing slowly. If not or if it get stuck again, disable the mods you previously enabled or enable another one and repeat step 1.
Edit: Worth pointing out that **ANY** mod that requires you to edit any game file or folder will not work. Only mods that are as simple as download(from workshop) and play will work. This is the case for any GFN game.
