Is there NPCs yet?

Almost, the upcoming B42 is going to release prototype animal NPC-ish AIs to test ground the survivor AIs which will come up in next betas from there

Looks like we’ll be seeing rats for those of us who do not locate the cows chicken and sheep aswell. Not sure what that will mean for trapping, if it will tell us only if rats are in the area to be caught or if they have to actually hit the tile like a whackamole not sure. But looking forward to any sort of real wildlife will be pretty cool. Looks like map bundled with it too, a complete border expansion from all sides in fact. So. For what it’s worth in couple months time or whenever it’s gonna be a new game all over again

Not yet, but there is a mod called "Superb Survivors" that adds some good-ish npcs. Check it out!

There are several mods. You should check the workshop for survivors and pets mods. There is also mods for events , various atmospheric sound effects and zombie altering mods to make anything about your game more authentic.

Ever since the game became popular because of youtubers / streamers, the devs got lazy. So no, there are no NPCs and there wont be any until about 10 years in the future. We still cannot climb ladders and the game has been out since 2011 so dont get your hopes up lol.

They've released a roadmap stating when actual people NPCs will be added.
At the moment they're working on things like animals.

THEY STILL MAKING IT. There like video slightly trailer or something of this build 40 or something showing bunch of NPC fighting zombie but anyway we still have to wait cuz they roadmap show next version will be other stuff instead of NPC. I want more than chicken and cow too. I want those human slave NPC back. me and gang waiting for it
