I typically find them in boarded up former survivor houses, stashed with the tools/weapons. May have something to do with lucky though

Try the big storage house in Muldraugh.
I always find one there, and that the only one i tend to find :D

This is why you always dig through the crates in large warehouses. If not with a sledge, then with a simple hammer+saw. Either pick the crates up or disassemble them (empty them first of course)\

McCoy Logging Corp outside Muldraugh and the Factory west of Riverside should be good. Each as hundreds of crates to search through with plenty of valuable stuff. I tend to find about 4 sledges in each (with Lucky on survivor difficulty). Naturally I horde everything I find.

Checked all the crates in the big warehouses in Muldraugh plus McCoys plus the Railyard.

On MP server. Server was created in the build where video tape spawn had been f**d up so I guess sledges went the same way.

i checked all riverside town and all the sheds

I don't use crowbar for fighting either. Prefer a spear.... You can break into anything with a crow bar but the gun shop in West Point..... So sledge has 2 uses and crowbar is a multi-use item that weighs less.

without mods even on very rare loot you'll find plenty of everything.
