That said the shotgun usually one shots at close range in my experience even with zero skill. Not always, but more often than not.
my complaint with the current shotgun is it has no spread at all. in b41, shotguns felts like shotguns with wide spread and it was hard to miss if you shot at a clump of zombies. now its just a single shot weapon with less rounds in the chamber than a pistol. lame.
Shotguns don't really have the spread you seem to think they do, unless they're modified (and this is working under the assumption that all shells in the game are of the same type - ie buck shot, bird shot, etc. I think the default assumption is that they are all buckshot, which has a tighter grouping). For the default maximum visible area PZ renders, the distance between you and something you're shooting would appear like a single bullet on your screen.
If it were to have a wider spread, it would do less damage (not more).
I do agree with you that I have relatively high rate of 1-2 shot kills with a pistol, and therefor I would expect a shotgun to consistently 1 shot a zombie. Either the shotgun is in a good spot but pistols need nerfing, or vice versa (this is at an untrained level of skill)
