I mean... this game starts like RIGHT at the start of the apocalypse. Being totally looted out doesn't make sense. But being completely full doesn't, either.
I know that the zombies do actually weaken over time, and plants grow -- is that reflected if you change the setting?
Higher the value, you'll find less loot, and less (+worse) cars.
you shoud check out the 2 extra rare loot mods + 10 years later mod
(with 12months since apocalypse enabled), you will find nothing.
makes finding a frying pan to have as weapon the Legendary loot. :D

its not about looting the items, its about the story how you get to loot all items.
some just go to mall and have food for 10 years. boring story.
