It's a little weird.
(time period before a spawn can happen seen or unseen)
Advanced Zombie Options > Respawn Unseen Hours: 0 to unlimited
(Zone or cell should only start to respawn if it remains unseen for that amount of time increasing this should make it so zone or area has to remain unseen meaning if u look in that direction there should be no spawn for that amount of time)
Advanced Zombie Options > Respawn Multiplier: 0.000 to 1.
(amount of zombies that be spawned you can change this to zero for no respawn)

there sometime seem to be issue where two below conflict or do not behave correctly on server, usually restarting host helps.

if I remember right if you set things to zero it disabled but I could be wrong it has been while.

I my self have not ran into this issue for years now, it seem to be more problem with older versions of game, but these days I tend to play with zombie spawning fully disabled and insane number of zombies sometimes I set the Advanced Zombie Options > Population Multiplier: from 1.0 to as high as 20.00 and I always urbanize my zombies and make them slow walkers that get weaker with age.
I also always turn off the grouping mechanics so all zombies always act individually no need to group when you have millions of zombies in the citys each individual zombie go off of what it sees or hears anyways so they move in hordes on there own with out grouping.
