Client Side mods question

Is it possible to install a mod, for example "Weapon Condition Indicator", and use it on a vanilla/non-modded server? What I mean is mods that are used only client side and do not affect everyone else on the server.

Not at the moment no, the only client side mods I am aware of is the larger text mod, since it modifies the actual text textures which only load once at game load, while the UI reloads at server join, meaning that part cannot be client side (very simplified)
