Hey man, today, as you perhaps already noticed, Steam implemented Chinese currency. Which means that now all China players can buy games for a reduced price (for example Fallout 4 for 30$). The downside is that a lot of games won't be able to be purchased since China likes to ban games.
Just check again In a day or two. Since this new addition, some game pages might not be updated correctly, so maybe after a few days you'll be able to buy it.
