-Xmx is java speak for maximum RAM allocation. Same as your minecraft server.
For the record there's no reason to do this unless you are running a lot of mods. It also won't DO anything unless the game actually needs the extra RAM.
Edit: The value is memory allocation in MB (hence the m), so default of 3072m is 3GB. 4096m for 4GB, etc, etc.
I can confirm that this is the method that works.
Inputting 24576m in binary form= no change
inputting 24g raised my usage from 13.1 to 14.1 gb
