Report a translation problem
Example, a mod that's not missing, but just to explain what I mean, somewhere in the mod manager or host settings, you find the number of a mod: 2694448564
Workshop pages start like that, followed by a number:

Now combine the two:
https://steamcommunity.com/sharedfiles/filedetails/?id=2694448564 and ask google about it, to find it refers to Mod Manager.
You could also see if the mod (or number) is mentioned somewhere on your hdd (you didn't make backups, did you?)?
The game automatically backups the server files (and info about mods), depending on how you set it, so you could find some info that way. (N) down below is a number from 1 to the number of backups to keep, 5 by default, any one of those may be your old game.
Like:
c:/Users/(username)/Zomboid/backups/period/backup_(N).zip/mods/default.txt
View it and see what mods it lists.
Or:
c:/Users/(username)/Zomboid/backups/period/backup_(N).zip/Server/(yourservername).ini has a line with "WorkshopItems=...." Which is again the above mentioned numbers from the link.
All that can only help you find out which mod is missing, and then you can look for a replacement or think whether you can do without it. Or maybe search for a newer version of it.
(I went looking for a missing mod in a different game once, and found at least some info that way. :) )
I ended up having to remove the mods from the Steam Workshop menu in settings (Forgotten about that) and was able to load in. What struck me as weird is that when searching out the mods I was already subscribed/installed and even after unsubscribing and resubscribing to it, it still didn't load properly. Couldn't figure out the other of the 2 mods but just removing them worked. Thank you again.
Like, game walks into Steam with the list to tick to check for updates or something, Steam says "doesn't exist" and deletes your local folder with it, game folds arms "but I have it in my list, gimme", Steam: "Nope, go away.", Game: out of cheese error error error,...
You can only prevent that with a local copy of the mod, somewhere else, where Steam can't see you hiding it. ;P
There's a guide on how to backup mods and how to then use them when they vanish from the Steam workshop, here among the game's Steam guides. I'm confident that the one who made it will turn up with a link. :) (They usually do. I don't want to steal their beans.)
