There have been discounts through Steam several times, going back several years, but TIS generally has never announced a specific date because its usually due to a Steam sale.

Someone else may be willing to do the scut-work for you and search on Google.

As others have said wishlist it and you'll be informed of sales. However, the game does usually go on sale around Halloween, so likely pretty soon here.
